General Responsibilities: To provide oversight of the Outpatient Mental Health Center.  Supervise outpatient clinicians, audit charts, and develop policies and procedures for the Outpatient Center. 

Essential Duties

  1. Oversee intake and admissions for Outpatient program and manage Outpatient caseload.
  2. Return intake phone calls in a timely manner.
  3. Provide program information to interested consumers.
  4. Evaluate appropriateness of services for new admissions.
  5. Coordinate referrals to clinicians for intake assessment and treatment.
  6. Coordinate admission process with Outpatient office manager and Account department, including insurance verification and scheduling


  1. Provide oversight of individual and group psychotherapy provided to consumers of the Outpatient Center 
    • Build strong therapeutic relationships with consumers.
    • Ensure treatment is goal focused.
    • Monitor progress of consumers.
    • Evaluate ongoing needs of consumers and make referrals as necessary.
    • Review utilization and make changes as necessary.
    • Seek to enhance personnel's ability to provide a milieu of therapeutic models, such as trauma specific treatment models, psycho-educational models, and cognitive behavioral therapies.
    • Initiate group therapy topics based on consumer needs.


    • Provide oversight of behavior support caseload
    • Work with behavior support supervisor to ensure timely and thorough communication with teams.
    • Ensure quality behavior support plans and training are provided within 90 days of intake.
    • Ensure a minimum of once monthly contact for ongoing consultation cases.
    • Ensure 80% service completion or submit critical revisions to adapt authorizations if needed.


    • Participate in ensuring budgeted revenue is met or exceeded for the Outpatient program
    • Reschedule cancelled appointments to the extent possible to maximize billable hours.
    • Initiate new groups to meet consumer's needs as well as maximize billable hours.
    • Ensure that outpatient clinicians and contractors reach billable hours expectations.
    • Work with office manager to ensure that billing is submitted in a timely manner.


    • Participate in ensuring compliance of client records
    • Work with office manager to ensure accurate billing is verified based on progress notes and encounter forms.
    • Evaluate progress notes, treatment plans, and bio-psychosocial assessments to ensure that they possess sufficient detail and are submitted in a timely manner.
    • Ensure annual reviews are completed.
    • Respond to billing discrepancies and corrective actions in quarterly audits.


    • Supervise Clinicians, Contractors and Office Manager of the Outpatient Center
    • Meet with clinicians a minimum of once monthly for supervision, provide oversight of work, and performance evaluation.
    • Meet with contractors a minimum of once per quarter for supervision, provide oversight of work, and contract renewal.
    • Facilitate peer supervision groups along with Director or Psychiatrist.
    • Train new clinicians and contractors on paperwork requirements.
    • Address issues of concern regarding paperwork or billable hours as necessary.


    • Demonstrate initiative in developing new procedures to improve outpatient program
    • Assist in developing, maintaining, and implements policies and procedures in the Outpatient policy and procedure notebook.
    • Participate in annual licensing visits and respond to corrective action as needed.
    • Participate in funder audits and respond to corrective action as needed.
    • Communicate policy/procedure changes or updates to contractors as needed.

    Other Duties  

    1. Assist the Director with various administrative tasks to support department operations as directed; may also be assigned special projects.
    2. Perform tasks which are supportive in nature to the essential functions of the job, but which may be altered or redesigned depending upon individual circumstances.
    3. Meet on-going training requirements 

      Education/Training: Masters Degree in Social Work, active Pennsylvania State License as a Clinical Social Worker, accepted for credentialing with Medicare and Health Choices within 3 months of employment.

      Skill(s): Strong oral and written communication skills, able to show initiative developing policies and procedures for the Outpatient Center, supervision and leadership ability, confident in a broad array of clinical approaches, proficient in Microsoft programs

      Experience: Minimum 1 year experience with intellectual or developmental disabilities, at least 3 years of experience in the mental health field, supervisory experience
